Advancing accountability through public engagement

Institutional accountability and public engagement

Working within an ICMPD-supported programme, KCC developed an integrated digital and public-engagement campaign to promote the Ghana Immigration Service Code of Conduct. Through multimedia content, media engagement and stakeholder outreach, the campaign achieved approximately 21 million in reach, generated nearly 50,000 engagements and contributed to more than 10,000 downloads — expanding public awareness of institutional standards, professionalism and accountability.

The Challenge

  • The Ghana Immigration Service Code of Conduct set clear standards of professionalism and accountability, but public awareness of those standards was limited.
  • Without visibility, citizens could not hold the institution to its own commitments — weakening the accountability loop the Code was designed to create.
  • Institutional language needed translating into formats the general public would actually consume and share.

Our Approach

  • Built an integrated digital and public-engagement campaign within the ICMPD-supported programme framework.
  • Produced multimedia content — video, motion graphics and social-first assets — that made the Code accessible and shareable.
  • Combined earned media engagement with targeted stakeholder outreach to reach both mass and institutional audiences.
  • Drove audiences to a clear action: downloading and reading the Code of Conduct itself.

Outcomes

  • Approximately 21 million in campaign reach.
  • Nearly 50,000 audience engagements across digital channels.
  • More than 10,000 downloads of the Code of Conduct.
  • Measurably broader public awareness of institutional standards, professionalism and accountability.
